July 7, 2011.

Stated in its 12th Five Year Plan (2011-2015), Shanghai will become a "smart city" by the end of 2015. To build itself into a "smart city," Shanghai will invest in 40 projects in 10 categories over the next five years, covering cloud computing and supercomputer sectors.

By 2010, Shanghai's mobile phone penetration rate was 110 percent, which meant many people had two or more handsets; the Internet penetration rate reached 68 percent from 45 percent five years ago and the number of optical fiber users accounted for nearly 40 percent of Shanghai's family broadband users; the coverage of Next Generation Broadcasting and the number of HD TV users both ranked first in the country; 3G network has basically covered the entire city, making Shanghai one of the cities with the greatest WLAN coverage density in China.

With respect to the construction and development of smart city in Shanghai, the event created an opportunity for idea exchange, information sharing, and discussion on hot issues among policy-makers, manufacturers, service providers and scholars.
