Trade is regulated and rigorously controlled in China. These controls are imposed on both exports and imports, covering strategic goods like rice and oil; dual-use items and technologies pertaining to nuclear, biological, chemical, missile and military stuff; special products and technologies like encryption devices; and many others.

Understanding and complying with the controls is very important for trading with China. To meet the needs of various economic operators for relevant knowledge and practical instructions, during the one-day event, Mr. Johnny Xie

Reviewed the fundamentals of export control;

Analyzed the development of export control regime in China;

Compared China’s trade control system with conventional export control regime;

Listed the building blocks of China’s trade control system, including its legal framework, regulatory bodies, primary procedures and formalities, etc.;

Depicted in great detail the trade compliance practice for the export of sensitive items and technologies;

Pointed out other areas that controls and licenses may apply;

Illustrated how the trade controls are transformed into Customs enforcement and demonstrated how to use online tools provided by China Customs to clarify compliance obligations in practice;

Discussed the AEO and AEO Mutual Recognition Arrangements and their development in China, envisioned the emergence of B2B as the third pillar of SAFE Framework.

28 participants representing manufacturing, logistics, distribution, and professional services attended the event. The holistic approach helped them draw a big picture about China’s trade control and compliance environment, and facilitated their efforts in identifying the compliance priorities of various organizations.

Communications revealed that, in addition to trade controls, many people are concerned with Customs Valuation and issues relate to transfer pricing, a very good topic for our next event.
